What does the final report on the abuse of 5-year-old Lipjan say?

Minister Hoti confirmed to Kosovo that in the findings of this report, the QPS, but other institutions, is found to be guilty in this case, and therefore warned punitive measures for all who have been counted for the appropriate failure of the case.
I've received the report surprisingly today. One of the findings of the report says that in the 2023 Court's ruling, he has placed the Centre for Social Affairs for Family Monitoring in relation to children. So, he's assigned the Center for Social Affairs to report to parents about their mental health, which the QPS don't deal with mental health, are the Mental Health Centers, not the QPS. Anyway, it's under investigation by the Prosecutor. What else we can take is a proposal to the mayor of the Lipjan municipality that puts all the staff of the Center for Social Affairs to discipline that's in Lipjan tomorrow, because today it's out of time and consider whether they've really followed the” measures, he added.
Minister Hoti in this interview has also been asked about the other violations this report has listed, for which it is reserved in response.
I can't say all the violations it claims because it's under investigation by the prosecution. But, I tell you what the report says, one is that inter-ministerial issues, the problem is not only with the QPS, but also with several other institutions. There are violations by CPS municipal officials or neglect, I can confirm that it is, but more I cannot speak in this regard. These two actions will be taken by me, us, the request to invite Donika Grovall to invite this co-ordination group and the second to be proposed to the mayor to take disciplinary measures to officials there. He warned that the inter-ministerial group would be invited, and would also be required by the Lipjan chairman to impose disciplinary measures on the staff of the centre.

A month ago, the five-year-old event has shocked the country. Because of parental mistreatment, he received medical treatment at Intensive Medical Care.
For his two parents, under Pristina's Constitutional Court decision, the detention measure was scheduled. Meanwhile, the six children in this family have been taken care of by the Lipjan Centre for Social Affairs. /Kp/
