Serbian list reportedly signs vote “PRO”, constitutional changes to the president's vote are expected to pass

The Serbian political party 08)Lista Serbian has made clear to the diplomatic sources in Mitrovica that it will not vote for the constitutional changes that were hastily adopted Thursday evening at the Legislation Commission following President Vjosa Osmani's request, which as an initiative was strongly supported by the Vetevendosje (LVV) Movement. Adoption of the amendments was proposed Thursday afternoon by President Vjosa Osmani and in immediate support from the Vetevendosje Movement, urgent meeting of the Legislation Commission, in which, despite failing to explain and argue the urgency and despite warnings that the Constitution itself is being violated with this initiative, LVV deputies.
For constitutional changes in Kosovo, the Constitution requires two majority: 2/3 of all Parliament deputies (so 80 out of 120 deputies). 2/3 of MPs representing non-party communities. In the group of non-party communities are 20 deputies (10 Serb + 10 from other communities). So for the second point should: minimum 14 votes from the 20 deputies of non-most communities. Since 10 of them are Serbs, practically -- it takes at least some Serbian votes, because without them it is very difficult to reach 14 votes mathematically.
If all 10 deputies of other communities vote in favor, then they must -- at least four Serbian deputies to vote in favour. So the practical minimum is 4 Serbs, if all 10 other non-most communities vote for. In reality, often more Serbian support is required, because not always the other 10 vote the same.
