The government, the president, or a quarter (1/4) of the Parliament's deputies, according to the Parliament's Labour Rule, could propose changes and amendments to this constitution. Any change will require the approval of two thirds (2/3) of all Parliament deputies, including two-thirds (2/3) of all Parliament deputies who hold reserved or guaranteed seats for representatives of communities that are not majority in the Republic of Kosovo. The amendments to this Constitution can only be approved by the Parliament after addressing the Kosovo Parliamentary Speaker the amendment proposed in the Constitutional Court to assess in advance whether the proposed change does not diminish any rights and freedoms defined in Chapter II of the Constitution. The amendments to the constitution come into force immediately after their approval in the Kosovo Republic Assembly.
