IKD reacts to the Z. Secretary, arbitration efforts to annul the decision secretary's appointment process
Pristina, March 4th 2026 -- IKD from sources within the Kosovo Republic Assembly -- has realised that today, on the day the session is expected to be held for the election of Kosovo's president, Deputy Secretary General Arben Loshi, has been arbitrarily downloaded from his position.
According to information provided by the IKD, at Monday's (March 2nd 2026) meeting of the Parliament's Headship was also in order for the selection of the Secretary General of the Assembly. From this meeting, the Speaker of the Parliament has tried to persuade other vice-presidents to make an annulment of the competition for the Secretary General's election.
IKD sources suggest that Mr. Loshi is the candidate who has mostly received points from the selection process conducted by the Commission for Recruitment, in which there have been independent experts. This process is also monitored by the United Kingdom Embassy project in Kosovo.
The selection process was completed in December 2024, and only his appointment to the position for which he was selected was expected from that moment. While the Independent Council for the Kosovo Civil Service (KPMSHCK) has announced that for this process, Mr. Loshi is the most point candidate (99.2 out of 100 points), no complaints have been filed, and that the procedure has been conducted in full accordance with the Law for Public Officials.
In this context, Mr. The fall from the deputy secretary general's position comes as an unexpected and unexplained development.
For these reasons, The IKD will seek access to the transcript and process of gathering the Parliament's Headship in order to understand and inform the public about the reasons for the annulment of the decision Secretary General's appointment process.
Also, IKD considers Mr. The fall from his position, given that the move occurs the very day the session is expected to be held for the election of Kosovo's president. In this process, the Secretary of the Assembly is the person responsible for preparing and drafting the voting procedure, which makes this development even more problematic from the institutional and procedural perspective.
In the end, The IKD calls on the vice-presidents of the Parliament, who along with Prime Minister Albulen Haxhiu, make up the head of the Parliament, to act in accordance with the law and proceed with the selection of the Secretary General of the Assembly, in line with the Commission's report to Resign the Secretary General, under the law for public officials and to refrain from anti-lawing the contest. This is necessary to ensure the integrity of the recruiting process and respect for the principles of meritocracy and legitimacy in public administration.
