No judicial process in the country ended with the maximum penalty for the culprits.
Monitors of these judgments are saying that one of the factors affecting such cases is witnesses.
During the past year, only three Serbs with presence have been sentenced to 15 years in prison -- Zoran Vukotic, Zivojin Nesic and Milos Pleskovic -- on the first degree.
So many years were sentenced to three others, but in absence one was completely released until five others, between 10 and 5 years in prison./Periscopi/
