PDK, LVV in Pristina clash over composition of Policy, Finance Committee

The Pristina municipality held its first session of the Parliament, where it did not pass without a debate between representatives of the Democratic Party of Kosovo (PDK) and Vetevendosje Movement (LVV). Debat caused the appointment issue on the Committee for Policy and Finance at the Pristina Assembly, but the head of the Parliament, Fehmi Kupina, clarified that the name proposals were made on the committee held among the chiefs of asmblist groups that were held the previous day, so 26.02.2026.
The PDK asked for three members, as did LVV, but this created discussions among them as the proposed number exceeds the total of 11 members.
LVV assisted group chief Gzim Svechla has charged PDK for exchange of positions, as he inaugurated, within the day, reports Online Economy, broadcast Periscope.
I feel sorry for these minutes we're losing them in vain. That the PDK has been changing attitudes for two or three months we've seen, but it changes them for another day, and we've seen that. It is very clear that the whole situation was insisted on creating a mist because address, orientation, or mention of laws that do not have anything to do with the establishment of committees, namely the committee we are discussing, has no other purpose than to create fog and blockades of the commission. The formation of permanent committees is made according to an administrative directive that is very clear and says it must be done according to representation in the Assembly. Nowhere, in any single article or sentence, are votes mentioned in that administrative direction. Votes are held there at Sami Kurteshi, in the CEC. It's where the warrants are carried out. So it was pretty clear. Everyone knows this -- after the smile of ambistics -- you... it's very clear how the division of countries for the Policy Committee and Finance happens. LDK belongs to three countries, two countries basically belong to them. The PDK, two Vetevendosje countries, an Alliance country and a League country for Pristina, and then remains a country on the basis of the partition co-fficiency. Equally, it should be divided between the PDK and LVV”, he said.
Svechla mentioned two options.
There were two options for this issue to be divided into a mandate: two years one subject and two years the other subject, or for any subject winning the spell to have the third representative. It was a general agreement, and anything else that is trying to impose necessarily leads to the blocking of this committee and to its failure to function, which then leaves consequences in the functioning of the 318x1>, he said.
After proposing the PDK's names for the committee, Granit Geci said the case is not complicated as LVV is trying to complicate it.
“I think the issue is more packaged than is trying to complicate itself in this session. We gave the proposals, each gave their proposals. Any decision coming out of this constitution first passes the legalisation filter to the ministry of the line, and the ministry of the line returns reactions to the next session, he said.
Leotrim Retkocer also from the PDK has indicated what was said at the meeting, where he said the issue cannot go to MAPL because, as he accuses, this ministry is captured by Vetevendosje.
There were no decisions on that meeting yesterday. I stand out here from my colleague, Gezim Svechla, who thinks only of himself. I don't make individual decisions to hold fast, not even when I'm under control. It is the legal aspect that regulates this matter. I understand some kind of courage, because MAPL is already a body of Vetevendosje, but the law is not what gives you justice, nor does it have 556 votes more than the PDK... MAPL is the one that monitors it, but there is no precise law that says that, when candidates are equal in number, the issue is directly cast in lots. The Law on General Elections clearly fits this, he said.
Ratkocer has said he refuses to let the fate of the citizens cast it on lots.
We are not for the will of citizens to be decided by lots. Maybe my preliminary colleague is better at lots, that ability I don't deny, but we don't want to cast the will of the citizens into lots. If you want to, I can make it even more formal or harsh in political tone”, he said.
The head of the Municipal Assembly, Fehmi Cupina, has said he will address MAPL for interpretation because he cannot vote with 12 members.
With 12 members you cannot put it to the polls. I'll call in. MAPL's once for legal interpretation”, he said. /Periscope
