For Decani hydropower plants, the ministry is silent as courts have confirmed the legality of the environmental permit procedure

Recently included today, claims by nongovernmental organisations concerning the continuation of environmental permits for Decani and Bellaan hydropower plants have been published in the media. These claims do not reflect the actual situation and present a partial and incorrect description of the environmental permit procedure.
The same claims have already been subject to review by competent courts in the Republic of Kosovo, which have essentially rejected these claims and confirmed the legality of the procedure followed.

Permission procedure developed in full compliance with Kosovo legislation
Continued environmental permits are being realised through the administrative procedure defined with environmental legislation in force of the Republic of Kosovo. Hydro power plants have operated for more than a decade on the basis of valid permits, during which period have been constantly monitored by environmental aspect and subject to regular supervision by competent institutions.
The public has been fully informed and has been able to participate in the process
In line with legal requirements, the Ministry and KelCos Energy Organised public debate on April 7, 2026, who was announced in advance and was open to all citizens and interested parties, both with physical and virtual participation.
During public debate, the renowned international environmental expert, Dr. Christoph HowerHe introduced the environmental performance of the project, long-term monitoring results, ecological emissions management, as well as improved environmental assessment results.
Participants had the opportunity to ask questions and receive detailed answers based on technical and scientific documentation.
However, representatives of the organization Pesher, including Mrs. Loshaj Hope, did not participate in public debate and used legal consulting mechanisms to address their concerns directly to responsible experts and institutions.

Same claims already examined by courts
The environmental permits and administrative decisions on which they are based are previously contested by the same acts before competent courts of the Republic of Kosovo.
After a full trial process, courts have confirmed the legality of the environmental permit procedure.
The recently returned claims to the media present no new scientific or environmental evidence that has not been previously examined by competent institutions and the judicial system.
