According to Gashi, Kosovo is going through a period of numerous political challenges and internal tensions, while clashes between position and opposition have made it difficult to adopt the budget in the Assembly. Although the financial document has been voted hard, it has not yet entered into force due to the president's lack of decree.
“What is the obstacle or reason for not signing? Should we deal with procedural issues, constitutional dilemmas or political calculations?”, Gashi has asked, stressing that every day the delay produces concrete consequences for the functioning of the state.
According to him, budgetary organisations -- both at the local and central level -- are facing lack of funds for covering financial obligations, payments to economic operators and the initiative of new public procurement procedures. /Periscope
