“The CEC has mechanisms for verification and testing the process. We've noticed some anomalies in some municipalities, not only in Prizren, and we've come to the conclusion of doing a 2 percent sample test for each municipality. When the boxes were opened, we found that the suspicion was based. By the time we went to 10 percent, we saw that the boxes can't be closed until all of them are recorded. In some municipalities we have reached a 100 - percent recount, while in others, 10 percent. We have seen that the recount is inevitable, and this came from the will of all members of the CEC”, Gashi said.
According to him, responsibility falls on those who have manipulated the votes and justice organs should follow all those involved. But to eliminate this problem in the future, Gashi says the legal basis must also be revised.
I've asked at the last meeting to go into a thorough recount and await investigations of justice organs and judicial decisions on persons who have been involved. I wanted to see what the chain of responsibility might be, but one thing is known: the voting process on Sunday falls to political subjects. The decision-making councils are of political subjects and oversight as well. I think the legal basis should be addressed to see how it can be done differently, so that the future can guarantee us a better and more democratic process”, Gashi has said.
