Prosecution File: Three Pristina municipality officials suspected of bribery over winter road maintenance tender

The Constitutional Prosecutor in Pristina has submitted the application to the Constitutional Court in Pristina for the appointment of the detention measure to Dukagji Gashi, Africa Gashi and the Sadik Union, who were arrested in the action held Tuesday under suspicion of “the use of official position or authority” and “Resenting”, regarding the tender for maintenance of roads during the winter season.

Under the prosecution's request provided by “Justice Trust”, during January 2026 in Pristina, defendants Africa Gashi -- senior road infrastructure official in the Pristina municipality and the contract manager for winter maintenance of roads in Pristina, Dukagjin Gashi, leader of the waste and environmental management sector in the Pristina municipality, and the former High Energy Union Sadiku in Pristina, in co-ordination, and after a preliminary agreement with the aim of gaining gainability for themselves, using their office and official authority, having overstepd their legal powers.

According to the prosecution, they have illegally planned and co-ordinated corrupt activities, so that during January they have met the injured E.G. owner of the company “Dardnia” The KPS, the winner of the winter maintenance tender for the streets in Pristina municipality, with the goal of executing payments related to the jobs, has demanded bribes 5 thousand and 500-6 thousand euros, or 10% of the value of two unpaid bills, in order to enable the payment of bills, one worth 27 thousand 384 euros and 8 euro, and the other worth 28 thousand and 40 euro cents, in terms of tender “The winter maintenance of the streets (4)3x>

Therefore, Afrem Gashi, Dukagjin Gashi and Basham Sadiku are suspected that, in co-ordination, “Using official position or authority” from Article 414, par.1 concerning Article 31 of the Republic of Kosovo Penal Code (KPRK).

Furthermore, the request reportedly said that on January 27th, 2026, at different times and locations in Pristina, defendants Afrim Gashi, Dukagjin Gashi and the Sadiku Union, in co-ordination and after a preliminary agreement to accept bribes, had made a meeting with the injured E.G.

According to the prosecution, at 8:40 a.m., the defendant at first, Afrim Gashi, belongs to the injured E.G., illegally accepts 2,000 euros, in the car, where he is arrested in French by Kosovo Police.

Later, it is said that the injured at around 09:49 near the school “Genta” in Pristina meets defendant Dukagjin Gashi and stays together for a few minutes, and when he has issued the money of 2 thousand euros, the defendant Dukagjin tells <x2jo, not a permit once, saying he will be seen again and won't accept the amount he requested on January 23, 2026.

The injured Ekrem Gashi, on the request, said that, under the agreement on January 15th 2026, he had met with defendant Sadiku at a cafe near the Pristina municipality and had told the “stick to the agreement and that as much money as you can give us so that your job can be done as soon as it can be done on January 27, 2026, about 10:40 met in his office in the old Pristina municipality facility.
