National Audition Office (ZKA) has highlighted serious shortcomings in functional and technical platform applications checks E-Kosovo, jeopardising data accuracy and the integrity of electronic services to citizens.
Information Technology audit on “Child extensions”, “Tax on property”, “Subvention of book” and “E-Pages” module.
“The results show that lack of system interconnection has allowed subsidies to benefit without meeting the necessary conditions and double applications for child extensions. Also, the lack of real-time payment updates and poor checks in the payment module have allowed double payment executions, causing financial damage to citizens”, said the ZKA report.
The Information Society Agency, which manages the platform, according to the ZKA, has not set sufficient standards for contract management and does not guarantee safe information environment due to outdated policies and lack of them.
Furthermore, there is no plan for restoring emergency services, jeopardising the continuation of state electronic operations”.
General audience Vlora Spanca has stressed that the platform has noted progress in digitising public services, but challenges remain in the integration of systems, information security, data control and credibility, as well as in the continuation of business.
To address these challenges, the ZKA has provided 15 recommendations for improving controls, integration, digitisation and security of the e-Kosovo platform.
