“We have laid the foundation for security guarantees, which Europe is ready to follow, taking into account the presence of the United States. We've had many discussions, there's been dialogue at different levels, including between the leaders of our armies and general headquarters, with Europeans and Americans. Trump and Zelensky met for the last time in Washington on 18 August, in the presence of European leaders. After those negotiations, the US president said the next phase of the diplomatic effort launched by the White House should be direct talks between Zelensky and Putin, whether in the bilate forms or in the presence of Trump himself.
But the Kremlin has shown no willingness to meet with Ukraine's president, inviting Zelensky to Moscow and refusing other countries. Kiev rejected the proposal for talks in Moscow, while Putin later declared that an agreement for Ukraine's occupied territories was the impossible “”.
