Initially, the witness confirmed that Hashim Thaci should receive the approval of commanders of the areas in Kosovo to sign the agreement, reports “The Justice Vow “.
After that, the witness was asked if there were any regulations that said this.
I have not been aware of this, and I would have been very surprised if there had been something written about it and it's a structure on rural grounds and it doesn't come to mind that level of interaction and it would have been much more norms, more cultural authority and less based on rules”, the witness said.
