In his request, Veliaj argues that Article 62 of the Constitution cannot replace Article 115, but should be interpreted in harmony with it. According to him, the dismissal without evidence for serious wrongdoing is illegal and conflicts with the Constitution.
The Albanian government had approved Veliaj's dismissal following the municipal Council's proposal, arguing that he had not been submitted to office for three months in a row.
Veliaj's talks in the Constitution temporarily suspend the execution of the decision and delay the process of holding new elections in the Albanian capital.
