The demand comes as an emergency order, as the administration aims to ban the distribution of these funds, using a rare legal mechanism to attract the budget shared for international aid programmes, Periscopi broadcasts.
A first-instance court ruled last week that the White House has the legal obligation to spend money on Congress' decision. The decision was also left in force by an appeals court, which refused to suspend its implementation.
