America's former top diplomat testified on Monday that Hashim Thaci, the former president of Kosovo, had no authority over the military commanders of the Kosovo Liberation Army at the start of the defence issue in his war crimes trial.
James Rubin, a former State Department senior official, was present in the peace talks between Kosovo and Serbia and involved in the consequences of the 1998-99 Kosovo uprising against Serb troops.
In his testimony, he portrayed Thaci as a diplomatic leader who should seek approval from KLA military commanders. It was clear to me that he wasn't in charge. He had no knowledge, skills, or authority to make decisions”, Rubin told Thaci's court.
Thaci and three other former KLA commanders have been on trial since 2023. They face charges of persecution, murder, torture and extinction by force during and immediately after the 1990s conflict that eventually brought Kosovo independence from Serbia.
Thaci and his associates deny the charges.
Rubin stressed that he believed Thaci had no control over other top KLA commanders. “They told him what to do, he didn't tell them what to do”, he said, broadcast Clankosova.tv, follow Periscope.
