However, they receive it today, in 30.09.2025, the basic salary of 1 000 and 914 euros.105 deputies of the Kosovo Parliament, without accounting for 15 members of the government who do not receive the MP's salary, cost Kosovo's budget 200 thousand and 970 euros a month only for basic salaries.

Kosovo's MPs, however, as their final salary get more based on years of experience. The Parliament throughout September is in temporary measure due to the Constitutional Court's decision, therefore MPs have done no work. For this month, though MPs have been spending over 200,000 euros in salaries on the budget, here without counting the additional years due to the experience even without counting the salary that Dimal Basha receives as already president of the Parliament and Albulen Haxhiu, Cameron Shala, Vlora Citaku and Emilja Rexhepi as elected deputy chairman. The incumbent Prime Minister, Albin Kurti, after being elected deputy chairman of Haxhi and Rexhepi's Parliament, had released them from office in 28.08.2025, writes. Not even Albin Kurti, incumbent prime minister and ministers of a deputy cabinet minister have been counted, because they receive government salaries rather than from the Parliament as deputies. During this period of provisional measure, MPs have every action or decision banned and any further procedure on forming the government. In this period of time, the elected deputies of the ninth legislature have not worked, except elected President Dimal Basha, who, according to reports from the Parliament, but also the one on social networks, has held several meetings.

The deadline the Constitutional Court has set in connection with the Serbian List's complaint about the Kosovo Parliament's constitutionalisation process ends today on September 30th. The Constitution imposed the temporary move from September 5th to September 30th, and, in turn, any action by elected deputies of the Republic of Kosovo was banned, as well as any procedure for forming the new government. Two preliminary judgments about the dilemmas for the success of the constitutional hearing were issued by the Constitution, but they have not done work to get out of the chair. Kosovo President Vjosa Osmani has declared in 09.09.2025 that she has asked the Constitutional Court not to allow anyone, in this case, to have the right to veto the Republic of Kosovo.

So she said as she indicated that they have submitted comments to the Constitutional Court about the request Serbian List has submitted regarding the constitution. The presidency has submitted two comments to the Constitutional on the request of the Serbian List.

The first comment is: “Abnegation of guaranteed rights against Constitution”, while second: the “Kosovo Assembly cannot be blocked as a result of any party or community”. “We have asked the Constitution not to allow anyone to have veto rights to the vital processes of the state. The veto on the Republic has never been the purpose of the state's founders, nor of the creators of the Constitution. By giving a political party representing a community veto right on the functioning of the Parliament, and therefore any other state institution that is elected in the Assembly, the Republic would be depreciated, becoming a principle in paper instead of remaining a daily act in protecting the sovereignty and interests of all citizens, indiscriminately<5>- Osmani said at the media conference.

On the other hand, incumbent Kosovo Prime Minister Albin Kurti, following the Constitutional decision for interim measures, said the Constitutional Court is functioning as a political shadow of opposition to the Vetevendosje Movement.

The LVV leader has declared that the Court took temporary measures according to the request of the Serbian List, while adding that it is not the first time the Constitutional Court, <x0ndon deliberately damages”.

Not a week after this statement, the US suspended the planned strategic dialogue with Kosovo.

The suspension preceded the US Embassy's statement to Kosovo's Work of Chargement, Annu Prattipati, which said they are disappointed by the prime minister's recent actions and statements, Albin Kurti.

The request to the Constitutional Court has been submitted by Igor Simuni, Slavko Sushimniq, Verica Qeranniq, Zlatan Elek, Adem Hoxha, Srdan Popovic, Branislav Nikolic, Stefan Kovac, Miljana Nikolic and Ljiljana Stefanovovic, elected deputies of the Republic of Kosovo from the ranks of the Serbian List.

According to the Constitution, petitionors opposed the constitutionality of “Proceverbals of Kosovo Assembly sessions” and decisions issued at hearings of 26 and 28.08.2025.

In addition, the Serbian List called on the Constitutional Court to impose temporary measures -- “which will prohibit further constitutional actions by the Speaker of the Parliament -- so as not to elect the anti-constitutional government or begin to flow the deadlines for the election of the Government of Kosovo, because failure to determine the provisional measure would cause irreparable and potentially lead to the formation of anti-unconstitutional institutions, thus violating the judicial and democratic order in Kosovo<1>

When the Speaker of the Parliament was finally elected, after more than six months of blockade, the wait was set up for the subheadings to be elected within the day and thus complete the process permanently. Four of them were selected, but to the fifth, the party belonging to the Serb majority party, the process stalled again, putting the country in a new institutional mist. The opposition bloc's former parties did not give the votes to MP from the Party for Freedom, Justice and Survival, Nenad Rassic, on the grounds that the form which the Speaker of the Assembly has acted is not constitutional.

Meanwhile, the Serbian List did not accept any candidate other than Slavko Sivoli, whose name has been proposed three times and has not received enough votes. Votes have not received even the other eight MPs to be elected vice president.

As a result, after three rounds all have been eliminated from the race, thus opening the way for Chief Parliamentary Basha to pronounce the constitution under a framework. The Constitutional Assembly session was closed on 28.08.2025 by President Dimal Basha, though he has not been elected deputy chairman of the Serb community's parties.

“We as the Parliament have no other option of continuing with regard to the deputy chairman who comes from the non-Serb community, so in this case I consider that we have also unveiled the fourth point of the constitutional session's agenda and since there is no other objective of how to proceed further, I consider this constitutional session considered to be closed” said Parliament Speaker Dimal Basha during the closure of the session. Emilja Rexhepi has been elected deputy speaker by non-Serb parties.

Kosovo's constitution says deputy chairman “will be among the deputies of the Parliament holding the reserved or guaranteed seats of the Serb community”. Meanwhile, rule of the Assembly envisions that the candidate for deputy head of the Parliament from the Serb community is proposed by the majority of MPs in the Serb community.

Kosovo already has more than half a year without new institutions, since the Constituent hearing that has started since 15 April, but has not yet ended with a solution. The last session of the eighth legislature is held on December 5, 2024.
