Rubin: Thaci had no authority or opportunity to dictate anything

Hashim Thaci has had no authority, nor the possibility to dictate anything, has stated in his testimony James Rubin, who during wartime in Kosovo has been US Assistant Secretary of State. We had not fully understood how the governing structure worked, but we had it clear that he had no authority or opportunity to dictate anything, but it simply reflected the decisions made by that office somewhere hidden, that office of the Albanian leadership making decisions in the group and that they were not always present, so he had to get permission from them. He didn't have a chance. He was unable to dictate rules and conditions. So when we wanted to do something very important, he had to communicate with other people to give approval to”, Ruby said.
