After the government, Kosovo's Assembly begins its unconstitutional functioning today.
With today's meeting of the Parliament's Headship, in the absence of a deputy chairman, Kosovo's Assembly also begins unconstitutional functioning. The last two judgments of the Constitutional Court and the Constitution itself specify that the Kosovo Assembly is constitutionalised when elected mayor and vice-presidents, leaving no room for interpretation if any of the Parliament's deputy speakers are not elected.
Meanwhile, the incumbent Kosovo government is operating unconstitutionally since the Certificate of elections on the part of the CEC, as members of the government who have been certified as MPs cannot exercise ministerial positions. This is not an opinion, but a fact according to the Supreme Court's judgment of June 26th 2025, which on this reason declared an administrative directive of the finance minister illegal.
