Peci stresses that Kosovo is a unique state and not a federation, without forms of regional autonomy with legislative competencies, but also is a multiethnic state that guarantees rights for non-US communities.
It criticises Vetevendosje Movement for questioning the multiethnic character of the state, warning it contributes to deunitation or division of the country.
