In terms of blocking the constitution of the Parliament, for a single vice president, despite the fact that the leadership has enough quorum and there are mayors and MPs have also taken their oath, in those moments the legitimate representation of citizens in the highest representative institution is impossible.

As the Constitutional Court itself has stressed in a series of cases, the mandate of the president of the Republic is indisposed to ensure respect for the principle of division of powers and to preserve security in the judicial and constitutional order, adding that it is the president's responsibility to preserve the country's stability.
