The start of the new school year in Kosovo is being accompanied by lack of textbooks for students, the Education Union expresses concern.
The chairman of this organisation, Nundman Jasharaj, in interview for EO, said the government is repeating previous mistakes related to textbooks.
He said the same problem is continuing this year, bringing a bad start to the school year for students.
This government created another problem that is textbooks. Minister Nagavci thought it was easier and easier, but it immediately followed criticism from his parents, from SBASK, criticism from all parties, because it was seen that this way of distributing texts is harmful, weak, and has not been able to achieve properly. But she repeats another year and repeats it this year. So we have a bad school year start because of the lack of textbooks for students”, he said.
He added that the institutions' statements that schools are fully prepared are not enough.
He also mentioned the lack of other educational tools, saying that designers and laptops that should improve the school environment are not present and that teachers are working only with late texts and traditional notebooks.
“Declarations, or second-level, KUK, of schools and the Ministry of Education, that we are fully prepared for our new school year if we are thought to have chalks and soles, is a statement just to say, because the 21st century demands are not met with foams and soles. But schools should be supplied with projectors, laptops, and so on, designed that those schools resemble the 21st century. In order for students to feel happy when they go to school and in the working conditions of teachers now can't be achieved because the only tool of work is the late school text and notebooks, foams and board”, he said.
On the other hand, Institute Director “EdGard”, Youth Qehaja, said that even though challenges have existed in the past years, the process of subsidy this year has been more successful.
Qehaja added that the amount of 80 euros granted for subsidisation requires further analysis to determine exact costs.
“Subvention is now being introduced in the third year as a process beyond what we have had in the past, of direct distribution of textbooks to educational institutions. What is certainly witnessed this year is that the process is much more successful, the parents are better prepared, more informed and orderly in most schools, from reporting from educational institutions, is that students are equipped with school textbooks. Now how much of the 80 euros is enough to buy textbooks? The increase in the price of textbooks because of distribution in local libraries is another debate and requires a very accurate analysis. Various prices we have for different textbooks from various publishing houses. So only alternative text makes it difficult to determine an exact price for a class when it is known that teachers have the opportunity to select textbooks from different publishing houses”, he said.
He said that to determine whether subvention in this format is ideal, a deepening statistical and financial analysis is needed.
