institutional blockade extends, cautions serious economic, political and international consequences

Even for at least 25 days, the launch of procedures for forming the Government has been postponed, with the Constitutional Court ruling. But as a result of this procrastination, serious economic, political, and international consequences have been warned.

Naim Jakaj, a researcher with the Kosovo Institute for Justice, says that if the blockade continues and the government is not formed until October 31st to prosecute the 2026 budget in the Assembly, there will be significant financial consequences.

“The consequences will initially be financial, internal budgets, in the meantime those we can become part of the exclusion of funds from the growth plan because we are not able to make a decision, therefore adopt those international agreements because even for the adoption of those international agreements is needed after the government, it cannot be taken into a commitment itself because it can no longer execute those obligations which it takes on to carry out”, Jakaj said.

And according to analyst Shkodran Ramadani, in addition to the economic and international consequences, the lack of compromise for the formation of new institutions for so long will also cause harm in the political aspect of Kosovo.

On September 30th, the court's interim move, which has been issued according to official duty, will be completed, but also based on the provisionalally deposited request, a week ago by the Serbian List.

In its request, the Serbian List requires that the Court order Chief Parliamentary Dimal Basha to repeat the election vote of deputy mayors from the communities and to do so in packages.

On the other hand, although they have not shown results in their work, the budget has been spent on MPs' salaries.

From April 15th to September 30th, when the latest provisional measure of the constitution expires, MPs will be paid in total over 1.26m euros from the state budget. And besides their basic salary, they have additional compensations, including those for the engagement of assistants.

Based on calculating their salaries, MPs for the work done in the development of the constitutional session continued have received about 460 thousand euros, as well as for the days of the pauses. Constituation hearings, since 15 April, have been held mainly every 48 hours.

And for days of holidays during the two provisional measures appointed by the Constitution, on September 30th, they will round up 340,000 euros in payment value for them./Periscopi/
