MPs from the ranks of the Democratic League of Kosovo, Avdullah Hoti, have said the Kosovo Assembly still remains unreserved and that constitutional principles have again been violated during the election session of deputy leaders in line of non-party communities.
According to Hoti, the Constitutional Court's act clearly states that changing the agenda is unconstitutional.
“Procedurically, according to the Constitution and according to the Constitutional Court's regulations and judgments, the Assembly is not constitutional. In the exact and technical interpretation of procedures, which were held that day in the Assembly, there have been violations. The Constitutional Court Act clearly states that changing the agenda is unconstitutional”, Hoti has said.
The constitutional breach was made when two votes were split for sub-presidents from non-communication”, he said of RTK.
Hoti has said that since the Assembly is not constitutionalised, there is no reason to hold meetings on the part of the Parliament's leadership because, according to him, they do not have constitutional significance. He has said the country's president should be announced for forming the ninth legislature.
Despite the failure to elect the Serbian deputy chairman, Chief Parliamentary Dimal Basha has wrapped up the constitutional session Saturday, viewing the Assembly as a constitutional one.
President Vjosa Osmani has been waiting for him at the Basha meeting yesterday, where he has presented his position regarding the constitution. Meanwhile, Osmani has informed Basha that the presidency's legal team is doing the analysis regarding the Kosovo Assembly's constitutionalisation process.
The president has suggested that, as always, he will act fully in accordance with the Constitution and laws in power, guaranteeing institutional stability and respect for the will of Kosovo citizens”, the Presidency has announced.
