Former Constitutional Court Chairman Enver Hasani has commented on the interpretations being made to the Constitutional's recent decision regarding the Kosovo Parliament's constitutional session.
He has criticised the idea proclaimed by some that this decision gives MPs of the Serb community “absolute” in the Assembly, calling this interpretation incorrect.
“The right to veto was a folly that was created here, in the rhetoric of the duty-made”, Hasani has said.
He added that the Constitution has clearly said that the constitutional hearing has not ended due to the non-election of the deputy head of the Parliament from among the Serb community's deputies, but that does not imply any particular veto for them.
The right of veto can be said to exist, is in constitutional amendments. Second, it's in the special laws on community rights. Even that's where the constitution has been changed, the absolute majority. And there is no other, it's clear as tears. You know that the Kosovo Army has been formed by laws. And today it was formed without a constitutional amendment and you're in the process of forming.
