Our government has been the first to have fulfilled the full mandate since declaring independence. This has contributed to the country's institutional stability and socioeconomic development, despite all the global challenges we have experienced from 2021 onward, including the consequences of pandemic, energy crisis and war in Ukraine.

Our actions, legitimate and constitutional, have been at the service of eliminating destabilities in order to ensure stable and long-term stability. The stability we enjoy today is a natural result of rule of law and public order. There has never been more rule of law and fighting crime and corruption in Kosovo's entire territory. In the past, stability has been targeted at the expense of rule of law and public order, so we have had false stability. This has been best witnessed in the May 2023 violent events and protests in which individuals and criminal groups did not even save members of KFOR and EULEX in their attacks. Meanwhile, the terrorist and paramilitary attack on Banjska in September the same year, with Serbia's direct involvement of state, has been distributed before the whole world as to who and where, in fact, is the source of instability in the region. We express our deep conviction that the Republic of Kosovo is the most serious partner of the United States for stability, security and peace in the region.

We have depoliticised the integration of Serbs into the state of Kosovo. Our fellow citizens' will for integration has never been absent. But he has often been challenged and oppressed by illegal structures and criminal groups. We have faced Serbia's structures in Kosovo, not with Kosovo Serbs. We have never equated Serbian citizens in Kosovo with Serbia's illegal and parallel structures in Kosovo. Rather, we have protected and protected our Serbian fellow citizens from these very structures that have long been used as mechanisms and instruments of intimidation, the threat of control. At the same time, replacing them with the institutions of the Republic of Kosovo we have made sure there is no vacuum of services. We are also committed to the sustainable integration of Serbs into our society and institutions, especially through employment and education, as is the case with the employment measure for the residents of four municipalities in the country's north and the verification of diplomas of the University of northern Mitrovica aimed at facilitating the employment of fellow citizens from the ranks of the Serb community, along with other and numerous social measures from which members of this community directly benefit.

As for the prime minister's public criticism of the Constitutional Court, it is his clear attitude that under its rulings, the Constitutional Court has violated the democratic character of the independent Republic, and that with its inefficiency in dealing with the substance has become co-operative in the agenda of opposition political parties to delay fundamental reforms envisioned in the governing programme. We recall that there are currently 18 laws still without any Constitutional Court ruling, which are pending review at least nine months, with emphasis on the Law on the Sovereign Fund that is unanswered more than one year and 8 months.

We are always grateful for the United States' contribution and commitment to our country, and we thank the United States for supporting and helping the state of Kosovo and our people in so many areas. We welcome criticism. Whenever concrete is done, we try to improve and correct our steps and actions.
