Ginny: Democracy does not function only with constitutional standards, but with responsible behaviour

The head of the Gjakova municipality, Ardian Gjini, has stressed that democracy cannot be kept alive only through written standards, but requires above all responsible behaviour by political representatives.

Speaking to Debat Plus about the current situation with the Kosovo Assembly's constitutionalisation, Djind has said that according to the standards and practices so far, the Assembly is considered constitutional only when elected mayor and all vice-presidents, which has not yet happened.

“Based on norms and practices so far, writes in our most important documents that the Assembly is constitutionalised when elected mayor and vice-presidents. Vice Presidents aren't all chosen. Now, should it be this way or that, we can then have hundreds of interpretations...”, Djind said.

According to him, no constitution can foresee any possible case, and examples show that even states with identical constitutional texts function differently.

There are many countries in the world in which, there are very long-standing obstrusion opportunities... there is no place that anyone wants to misuse. Who at certain times could be misused. However, standards in democracy are not enough, not enough written letter of the Constitution, not enough laws or business regulations. All those who know and love democracy know that responsible behavior of the people they represent is needed to function a democracy. It's written, it's an unmodified rate that if representatives, politicians behave irresponsiblely, they can't, after the constitutional rate that stops them, at a certain moment, find more holes to misuse. No constitution foresees any possible case. I can also code it and write it.

There are states in the world that have copied the constitution, letter for letter. The first state works perfectly, the second state is wet. Because a written standard is not enough, you must act responsibly. If population, extreme opportunistic behavior turns into a behavioral rate in democracy, there is no constitution that solves these problems...”, Djind added./Periscopi/
