Enver Halit's share of housing prices turns out the contracts have been sealed by the Ministry of Environment

Kosovo's Assembly approved four years ago the completion and amendment of the Law on Selling Apartments for which there is property rights.
The fulfillment of the Law came as a proposal from the Ministry of Environment and Spatial Planning, led by the Vetevendosje Movement.
However, a former Self-Depute of the Vetevendosje Movement -- currently a candidate for the chairman of the Ferizaj municipality, Enver Haliti -- has probably never heard of this Law.
On Sunday, he has used a decision by the Ferizaj municipality, which dates from this Law, to allegedly expose a scandal of current chairman Agim Aliu's rule.
Haliti, in a televised debate among Ferizaj's mayoral candidates, accused Ali of selling a public-owned residence for a low value compared to market prices. It's about selling dwellings for which property rights exist. For properties that were, in most cases, given many years ago in the use of state employees.
So does he show us how 15 housing contracts worth 6 thousand euros? Let him explain how this is possible! Let the mayor tell us!”, Vetevendosje candidate for chairman of Ferizaj said in a debate on Kanal 10 on Sunday.
Striving that he uncovered a major scandal, Halit, convicted of slander by a first-instance court in August of this year, echoed his words in the studio.
“75 square metres for two thousand euros”, Vetevendosje candidate stressed.
Haliti ignored the laws and underground acts in power that regulate the issue of selling dwellings for which there is a domestic right.
They say the exact opposite.
Under the Law on Selling Apartments for Property Rights, the sale of public dwellings is not made based on market prices. The price for their sale is regulated by the Law.
This Law, first adopted in 2012, has last changed and fulfilled the Kosovo Assembly in 2022. This time around, the Law has gone to the Parliament with the Vetevendosje Government proposal.
Under the Law, the basic price for measuring the value of sale is 100 euros for m2 and the release conefiency.
“The basic price for apartment sales estimate is 100 (100) Euro for m2” is decidently said in the first paragraph of Article 16 of the Law for the Setup of the Sales Prize.

The second paragraph of this article specifys that at the sale price, the release coeffifer, which “is 0.03 per year of aging [of the apartment]”, enters.
This cofficient serves to reduce the price for 0.03 euros per m2 per year of apartment age, which means that the older the flat, the lower the price. Example: A 50 m2 - 20 - year - old residence will have a 60 - percent discount.
When the price for m2 applies with the old-age release rate, then the value of 100 euros per m2 is dropped to 40 euros.
So, municipalities or institutions that have this competence of selling public or social dwellings are obliged to enforce the Law on Selling Apartments for which there is property rights.
Thus, the Law rules out the residential right of property-righters only when the residence is located in buildings that have been initiated procedure and collapse, when housing is found in public institutions' administrative buildings, when it is located in charity institutions and when it is used to base pensioners.
Selling housing under the Law, price 100 euros per square metre
According to a report by the Directorate of Property, Geodestry and Kadast in the Ferizaj municipality of May 2025, by this period the municipality had accepted 28 requests for the purchase of residences for which property rights exist.
Paparac has secured the report that the Property Directorate had sent to the Municipal Assembly and the mayor.
It says that 18 requests for the sale of public property have been considered, Paparac reports.

A file of a contract bound by the Ferizaj municipality to a residential law bearer shows that the agreement is based exclusively on the Law on Selling the Houses for which property rights exist.
The sale file of this residence on “Recep Bislimi” in Ferizaj, which Paparaci owns, proves that the contract is connected based on the Law.
With a surface of 30.59 square metres, the residence for which citizen Mirsad Ukshi belongs to residential rights, is sold at 3 thousand and 59 euros according to the price set by the Law, 100 euros per square metre.

It becomes known in the contract that the payment of the residence can be made with monthly installments, as the Law defines.
Selling the residence confirmed by the ministry
Public property trading contract, linked between the Ferizaj municipality and citizen Mirsad Ukshini, is approved by the Municipal Assembly and the Ministry of Environment, Space Planning and Infrastructure.
In July of this year, Vetevendosje-led MMPHI praised the legality of 9 contracts for housing trading for which property rights exist, carried out by the Ferizaj Community.
In this decision to assess the legitimacy Paparac has secured, the Environment Ministry confirms that property trading procedures have been conducted in accordance with the Law.

“MMPHI after reviewing the upper decision found: On the basis of the Law on Change and Fulfilling of the Law on Selling Houses for which there is Property Rights, and in accordance with the High Decision, Ferizaj municipality has conducted legal procedures in line with the legal provisions of this process”, says the MMPHI decision.

In conclusion, the MMPHI says it remains available to the Ferizaj municipality for “whatever clarification we need to find out about this assessment. ”. /Periscopi/
