In the coming week, on 17 September, the voting process is expected to begin via mail for all Kosovo citizens who are registered to vote from outside Kosovo in the Local Elections for Communist Speakers and Communist Places, which will be held on October 12th 2025.
This process will apply to about 44,000 Kosovo citizens who have become part of the election process, registering for the local-level election vote.
CEC spokesman Valmir Elezi has clarified how voting by mail will take place for voters outside Kosovo. Other details and specific procedures, Elez added, will be published very quickly by the CEC, ensuring transparency and clarity for each voter.
“The period of voting through mail applies only to voters outside Kosovo who have registered for voting via mail during July 23rd -- August 29th 2025. The postal vote will begin on 17 September and wrap up on 11 October. So, under the Law for General Elections, there is no vote in local elections on diplomatic representation, but only through post-mail”, Elezi told Express.
In this election process, voters outside Kosovo will not download ballots from the CEC website, as they did in previous elections, but will be accepted by the CEC at their address, which they have declared during the census. In these local elections, registered voters will accept from two ballot papers -- one for the Comune Mayor's elections and another for the Municipal Assembly Elections.
“Based on regulation for registration and voting outside Kosovo, The CEC will ensure that, Kosovo citizens who are registered to vote by post from abroad, send the package via mail from two ballot papers. Meanwhile, it is up to each one of them to send the package of ballot papers to one of the CEC mailboxes that are opened in various countries of the world and to Kosovo”, Elez announced.
According to the CEC, the home will be published mailbox addresses that will be opened in various states.
Also, according to explanations from the CEC, Kosovo citizens, who are registered to vote from outside Kosovo, leave the List of Voters within Kosovo, which is distributed at the polls on Election Day and therefore cannot vote in Kosovo.
Meanwhile, citizens who are not registered to vote from outside Kosovo will find their name on the Voters' List within Kosovo.
