Under a vague political situation due to the non-compliance and formation of central institutions, such as Kuwait and Government, political subjects this time will seek support to elect local-level institution leaders, thirty-eight mayors and 942 members of municipal municipalities.
Central Election Commission spokesman Valmir Elez has explained to Kosova Preris that the election campaign for 93 political subjects with over 5 thousand and 600 candidates will be held from today until 6:59 October 12th.
For 30 days in a row, political subjects will be able to develop their activities under the election campaign. Under the General Election Law, adopted in 2023 by the Kosovo Assembly, the election campaign ends with the opening of polling stations on Election Day. So, as in the last elections that were held in February this year, the day before Election Day on Saturday will not be the electoral silence”, Elez said.
He has indicated the bans and legal restrictions during the election campaign period that should respect political subjects and their supporters.
The General Election Law has defined a series of prohibited actions for political subjects, candidates and their supporters during the election campaign. These stops are mainly linked to the failure to prevent the political opponent's campaign and the strict ban on threats and violence during the election process. In general, under the law, the campaign should be carried out in a calm, respectful, democratic atmosphere, without hate speech, without intimidation and distance from any form of violence”, Elesi said.
During the election campaign for the Kosovo Parliament elections held on February 9th, P ZAP had pronounced fines at the value of 651 thousand euros to political subjects that had violated the Code of Goodwill.
During the election campaign, the CEC will engage monitors in various municipalities, which will convey the organisation of meetings, advertising campaigns and other promotional materials.
“According to the law, the CEC does not address complaints of violations during the election campaign, as this is the task of the Election Panel for Anxiety and Parastre. However, The CEC plays a role in monitoring meetings, advertising campaigns and other promotional materials. Through the Office for Recording, Certificate and Financial Control of Political Subjects, monitoring will be engaged in various Kosovo municipalities, which will prepare reports of political subjects' activities. These reports will be used as a source of information for investigation and comparison with stated data in the campaign's financial report”, Elez announced.
For participation in the 12 October local elections, the CEC has certified 93 political subjects, of which 33 political parties, two coalitions, 32 civic initiatives and 27 independent candidates.
Only in the mayoral elections are 206 candidates, meanwhile, for Communist countries more than 5 thousand and four hundred.
Otherwise, 46 thousand and 15 Kosovo citizens from 46 different states of the world are registered to vote by post in local elections for mayors and municipal municipalities.
