Edi Rama has still received no congratulations from Kosovo state leaders after taking oath as prime minister

Kosovo state leaders have not yet congratulated Albania's prime minister, Edi Rama, following his sworn oath and the new cabinet government.
On 19 September, the cabinet “Rama 4” took the oath at the presidency of Albania, formally launching office for the fourth and four-year term.
The first to congratulate Prime Minister Rama for his reappointed office is Ukraine's president, Volodymir Zelensky.
In a message on social networks, Zelensky says he is looking forward to continuing co-operation.
“Urim Edi Rama for his appointment as Albania's prime minister. I look forward to continuing our excellent dialogue and working together to achieve lasting peace and security for all of Europe”, President Zelensky said.
Zelensky congratulated Prime Minister Rama on any success in implementing his ambitious plans for Albania, including on its path towards membership in the European Union.
Rama has also congratulated the leader of the Party for Democratic Union for Integration in Northern Macedonia, Ali Ahmeti.
Through a post on social networks, Ahmeti expressed his support to the head of the government in “for the support of European Albania and to walk without any stop, with safe and quick steps towards full European integration”.
Israeli Foreign Minister Gideon Sayar sent a congratulations message to Prime Minister Edi Rama and Foreign Minister Elisa Spiropali after taking the oath to the Presidency and officially receiving their duties.
Minister Saʹar writes that Israel appreciates the long-standing friendship between our nations and especially the friendship of Prime Minister Rama.
However, Kosovo President Vjosa Osmani has made no public response or post on social networks related to Rama's re-election and oath as Albanian prime minister.
The incumbent Prime Minister Albin Kurti has not congratulated Rama on the new mandate, following elections held in Albania on May 11th.
Neither has Kosovo Parliament Speaker Dimal Basha publicly expressed congratulations on Edi Rama over the new mandate. However, a day earlier, he has held a meeting with Albania's Ambassador to Kosovo, Petrit Malaj, where he has praised the election of Albania's new Parliament Speaker, but not to mention Rama.
Even the leaders of other political parties in Kosovo, including the Democratic Party of Kosovo, the Democratic League of Kosovo, the Alliance for the Future of Kosovo and the Social Democrats, have not yet made any public entreaty for Edi Rama on the occasion of his fourth term as prime minister of Albania.
The only blessing from Kosovo so far known is that of incumbent Kosovo Foreign Affairs Minister Donika Grovall, who has congratulated Albania's Foreign Minister, Elisa Spiropali, but did not even mention Prime Minister Rama.
In this regard KosovoPress has also asked the office for media in Albania's Government, but that the same haven't been answered.
Otherwise, it has been written several times for cold reports between Albanian Prime Minister Edi Rama and incumbent Kosovo Prime Minister Albin Kurti.
The disagreements began in 2019 when Kurti, involved in student protests and as critical to Edi Rama's policies, criticised the Albanian government for issues of education and culture. This is considered one of the pre-<x1 changes in the relationship.
Reports were also irritated in 2019 when Kurt was openly opposed to some ideas Edi Rama contemporaryly promoted, including ideas related to regional co-operation, borders, and political influence
They continued even when the Self-Determination Movement branch in Albania officially decided to participate in the April 25th elections of 2021. Kurt's decision to campaign in Albania has sparked criticism from his political rivals in Kosovo, who have called intervention in Albania's internal affairs. Vetevendosje in Albania participated in the last elections with three candidates -- namely, Boiken Abbasin in Tirana district, Ilaz Shehu in Lezha and Kreshnik Merdjanin in Gjirokastra, but without securing any mandate.
Meanwhile, in July 2023, when Rama was visiting Kosovo despite his request, incumbent Prime Minister Albin Kurti now refuses to host Albania's prime minister at a special meeting.
At the time, Kurti had said he did not see such a meeting as reasonable without holding the joint meeting of the two governments, which was canceled the day before starting work in June by Prime Minister Edi Rama.
But in May 2025, Rama and Kurt joined the third regional summit for the Western Balkans Growth Plan. According to images that became viral on the network, a cool handshake between Rama and Kurti was commented. However, cold reports continue.
