In a report sent to the media by CEC spokesman Valmir Elezi, it is said that “by September 17th 2025 is the deadline for handing over requests for accrediting political subject observers, certified for participation in local elections”, while deadlines for other observers will be completed in other dates, followed. The Central Election Commission reports that an online application period is under way for accrediting observers and media representatives for monitoring local elections for mayors and the Municipal Framework, to be held on October 12th 2025.
Right to apply for accredition have:
• Certificate political subjects,
• Nongovernmental organisations (OJQ),
• Government and intergovernmental organizations,
• International organisations specialising in the field of elections and protecting human rights,
• Local and international media, and
• Foreign representatives.
Requests for accreditment must be submitted online within the defined deadlines as follows:
• until September 17th 2025 is the deadline for handing over requests for accrediting observers of political subjects, certified for participating in local elections,
• until September 27th 2025 is the deadline for the handover of requests for accrediting observers of local NGOs, government and intergovernmental organisations, international organisations, as well as representatives of foreign countries, and
• October 7th 2025 is the deadline for handing over requests for local and inter-ethnic media accreditment.
How do you apply for accreditation?
Step one: The organisation's authorised representative -- that is, nongovernmental, government/government organisation, international organisation specialising in the field of elections and human rights, the media, or representative of a foreign state -- must complete the required online platform data: https://affrz-x.org
Step two: After submitting the request, the Office for Recording, Certificate and Financial Control of Political Subjects (ZRCKFSP) will review it and make a decision to approve or reject it. In the event of approval, Z The RCKFSP will send over e-mail credentials for access to the online platform, which enable representatives authorized to complete the information for the organisation's/media persons required to be accredited.

• Only applicants accredited by the Central Election Commission will have the right to monitor Local Elections for Municipal Speakers and Municipal Frameworks, as well as other activities to be held at 38 Municipal Counting Centres (QKN) and the Centre for Counting and Results (QNR).
