The contents of Trump's 20-point plan to end the Gaza war

The White House has announced American President Donald Trump's plan to end the Israeli-Haams war in Gaza. Israeli Prime Minister Benjamin Netanyahu said he supported the plan after a meeting with Trump at the White House on Monday, but it is not clear whether Hamas will accept these conditions. The Associated Press has published a 20-point plan. Among other things, it is suggested that Israel will not invade or annex Gaza and that no one will be forced to leave the city.

The plan says “Gaza will be governed under the transitional provisional governance of a Palestinian technocratic and apolitical committee, responsible for providing daily functioning of public services and municipalities for people in Gaza. This committee will consist of qualified Palestinians and international experts, with surveillance and supervision from a new international transitional body, “Peace Board”, which will be led and headed by President Donald J. Trump, with other members and heads of state to be announced later, including former Prime Minister Tony Blair”.

This is the 20-point plan:

1. Gaza will be a portable and terror-free zone that poses no threat to its neighbours.

2. Gaza will be rebuilt for the benefit of Gaza's people, who have suffered more than it should.

3. If both sides agree to this proposal, the war will be over immediately. Israeli forces will be drawn to the agreed line to prepare for the release of hostages. During this time, all military operations, including air and artillery bombings, will be suspended, and battle lines will remain frozen until conditions for full withdrawal are met in phases.

4. Within 72 hours of public acceptance of this agreement by Israel, all hostages, alive and dead, will return.

5. After all the hostages are released, Israel will release 250 prisoners to life imprisonment plus 1700 Gaza residents who were detained after October 7th 2023, including all women and children banned in that context. For any Israelite hostage whose remains are released, Israel will release the remains of 15 dead Gaza residents.

6. After all the hostages have been taken back, Hamas members engaged in peaceful coexistence and the disposal of their weapons will be housed. The members of Hamas who want to leave Gaza will be provided safe passage to host countries.

7. After accepting this agreement, full aid will be immediately sent to the Gaza Strip. The minimum, the amount of aid will be in line with what was included in the January 19th 2025 stand-by arrangement, including rehabilitation of infrastructure (water, electricity, sewers), rehabilitation of hospitals and bread ovens, and entry of equipment needed to remove the ruins and pave the way.

8. The introduction of distribution and assistance to the Gaza Strip will continue without interference from both sides through the United Nations and its agencies, and the Red Halfage, in addition to other international institutions that are in no way connected to any side. Opening Rafah crossing point in both directions would be subject to the same mechanism implemented under the January 19th 2025 agreement.

9. Gaza will be governed under the transitional provisional governance of a Palestinian technocratic and apolitical committee, responsible for providing daily functioning of public services and municipalities for people in Gaza. This committee will consist of qualified Palestinians and international experts, with surveillance and supervision from a new international passing body, “Peace Board”, which will be led and headed by President Donald J. Trump, with other members and heads of state to be announced later, including former Prime Minister Tony Blair. This body will define the framework and handle funds for the reconstruction of Gaza until the time the Palestinian Authority has completed its reform programme, as described in various proposals, including President Trump's peace plan in 2020 and the Saudi-French proposal, and can again take control of Gaza safely and effectively. This body will use the best international standards to create modern and efficient governance that serves the Gaza people and is favourable for attracting investments.

10. An economic development plan of Trump to rebuild and strengthen Gaza will be created by gathering an expert panel that has helped bring forth some of the modern miracle cities in the Middle East. Many well-thought investment proposals and exciting development ideas are drawn up by well-earned international groups, and will be considered to synthesize security frames and governance to attract and facilitate these investments that will create jobs, opportunities and hopes for future Gaza.

11. A special economic zone with tariffs and preferential access rates will be established that will be negotiated with the parties.

Twelve. No one will be forced to leave Gaza, and those who want to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.

13. Hamas and other factions agree to have no role in Gaza's rule, directly or indirectly or in any form. The entire military, terrorist and offensive infrastructure, including weapons production tunnels and facilities, will be destroyed and will not be rebuilt. There will be a process of deilitarisation of Gaza under the supervision of independent monitors, which will include the deployment of weapons permanently out of use through an agreed process of disposal and supported by an internationally funded programme for purchase and reintegration, all verified by independent monitors. The New Gas will be fully committed to building a prosperous economy and peaceful co-existence with their neighbours.

14. A guarantee will be given by regional partners to ensure Hamas and factions meet their obligations and that New Gaza poses no threat to its neighbours or people.

15. The United States will work with Arab and international partners to develop a temporary International Stabilisation Force (ISF) to deploy immediately to Gaza. The ISF will train and provide support to Palestinian police forces verified in Gaza and consult Jordan and Egypt that have extensive experience in this area. This force will be the long-term solution to internal security. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. It is essential to prevent the introduction of ammunition into Gaza and ease the fast and safe flow of goods to rebuild and revive Gaza. A deconflict mechanism will be agreed on by the parties.

16. Israel will not invade or annex Gaza. As the ISF establishes control and stability, the Israeli Protection Forces (IDF) will be withdrawn based on standards, moments and time terms related to demilitarisation that will agree between the IDF, the ISF, the guarantors and the United States, with the objective of a safe Gaza that no longer poses a threat to Israel, Egypt or its citizens. In practical terms, IDF will gradually hand over Gaza's conquered territory I The SF under an agreement that will deal with transitional authority until they are fully withdrawn from Gaza, except for a presence on the security perimeter that will remain until Gaza is properly secure by any returnable terrorist threat.

17. If Hamas delays or refuses this proposal, as of above, including the large-scale aid operation, will continue in areas without terrorism delivered by IDF to the ISF.

18. An interreligious dialogue process will be established based on values of tolerance and peaceful coexistence to try to change Palestinian and Israeli mentality and horrors by highlighting the benefits that can be derived from peace.

Nineteen. As Gaza's reconstruction progresses and when the AP reform programme is implemented faithfully, conditions may at last be in place for a reliable path towards self-determination and Palestinian citizenship, which we know as the aspirin of the Palestinian people.

20. The United States will create a dialogue between Israel and Palestinians to agree on a political horizon for peaceful and prosperous co-existence.
