Commission association requires postponement of the deadline for municipal budget approval for 2026

The Kosovo Commission Association Board (AKK) has asked the incumbent Minister of Finance, Transfers and Labour, Iron Murati, to extend the legal deadline for the adoption of municipal budgets for the 2026 fiscal year. Under current laws, municipalities are obliged to adopt their budgets in the Municipal Framework by September 30th 2025 and then hand them over to the ministry. However, the AKK has estimated that because of the election campaign that starts on 13 September 2025 for local elections, this deadline is unrealistic and creates difficulties in the regular functioning of municipal municipalities.
In rationalising their request, the AKK Board highlights three key issues:
The majority of the municipal assembly members will be engaged in the campaign, which prevents the normal functioning of the decision-making bodies.
It is more stable that budgets will be approved after the formation of new assemblies, released by local elections.
This would ensure better reflections of the new elected chairmanial priorities, more precise compliance between electoral programmes and financial planning, as well as a more transparent and comprehensive process.
The AKK wants the ministry to make a decision to extend the legal deadline, allowing municipal budgets for 2026 to be approved after the new local institutions are formed.
