To enable the voting of registered persons with special needs, the CEC will engage mobile teams in every municipality of the Republic of Kosovo on Election Day, October 12th 2025.
The registration and investigation process has started for needy voters and special circumstances, meanwhile, for voters with limited movement in institutions will begin on 15 September.
I. Recording of eligible voters, September 7th, October 7th 2025:
Voters with special needs are considered law-wise voters who cannot leave their homes to vote personally in the polls because of physical disability, health, or any other disability.
The census of these voters can be done through electronic platform https://vpnv.kz-x.org or physically at the Municipal Election Commission in the municipality where the voter is.
2 / 1 Voter registration under special circumstances, September 7th October 2025:
Voters under separate circumstances are considered voters who, because of security and vote in house arrest, cannot vote in their own specific location.
The voter record, which for security reasons cannot vote in the polls, is done through the CEC's electronic platform https://vpnv.kqz-x.org, as well as demanding the assistance of the Municipal Election Commission in the municipality where the voter is, meanwhile, the CEC in co-operation with relevant institutions makes the identity of eligible citizens under house arrest.
3 / 1 The census and investigation of voters with limited movement into institutions will begin on 15 weeks and end on October 2nd 2025.
Voters in institutions are considered law-wise voters, with limited movement at any institution: voters in hospitalization, elderly people in homes designated for the elderly, persons in treatment in mental health institutions, prison inmates and detainees in detention centres.
CEC, in co-operation with relevant institutions, makes identity of these voters
Moving voters restricted to institutions and tallied by them are considered registered voters, while voters who are located in hospitalisation institutions, homes of elderly people and shelters for the victims' protection can also be registered individually through the electronic platform https://vpnv.kqz-x.org./Periscopi/
