CEC spokesman Valmir Elezi has shown that the way to fulfil the ballots in local elections remains the same, as in last years' elections, as the Law on Local Elections has not changed.
He has explained that each voter, after completing the verification procedures, will receive from two ballot papers, one belongs to the elections for the Comune Mayor and the other for the Municipal Assembly.
How is the balloting in the Communist Mayor's election fulfilled?
The yellow framework ballot belongs to elections for mayor and contains the candidates' names together with the political subjects they represent. The voter should vote only one candidate for Mayor Comune, placing the sign on the square near his name.
How is the vote in the Municipal Assembly completed?
Blue framework balloting belongs to elections for municipal assemblies. On the left side of the ballot, the voter should vote on only one political subject, while on his right side, the voter can vote only one candidate for member of the Municipal Assembly from the list of that political subject. If more than 1 candidate has been recovered on the ballot, only votes for the political subject will be counted.
CEC spokesman Elezi has clarified that voters do not need to vote directly for the owner of the list, as votes for the political subject are calculated for him.
“Vota for the political subject is also counted for the owner of the list, whose name is written by the CEC under the name of the political subject”, Elesi explained.
But are voters allowed to vote for a candidate for Comune Mayor by one subject and for a candidate for the Communist Parliament from another political subject?
According to explanations from the CEC, this is allowed, as ballot papers are divided.
“Yes, this is allowed. The voter has the right to vote independently for each race. That means that a voter can vote on a candidate for Mayor Comune from one political subject and another political subject in elections for the Communist Assembly. Elections for the Comune Speaker and the Communist Assembly are separate processes and have separate ballot papers. So, the voter is not obliged to vote on the same subject in the Comune Mayor's elections and in the elections for Municipal Places”, Elez explained.
