Security expert Bedri Elezi has provided a deepening analysis of the impact this situation can have on regional security and especially Kosovo.
Asked whether this transition could have an impact on the Kosovo security issue, Elesi said:
The heavy security situation in Poland due to the afraid Russian attacks has opened a new chapter on security issues in general in Europe and the Balkan peninsula. That is because a NATO member state has been attacked for the first time in history, where it can actually analyze the possibility of cases related to Article 5, where NATO is obliged to take certain actions to protect its member state. ”
Commenting further on possible impacts in the Balkans, the expert added:
“As far as this serious situation is concerned, we have in fact raised our concerns on the continuation of the global security situation as well as in Europe, by taking over developments related to Russia's relations with Serbia, which can in fact have an impact on issues related to Russia's strategy or geotradition in relation to the Balkans”, Elez said of the news.
According to him, the risk for the Balkans is present and concrete:
We can say that for the Balkans, this attack certainly poses a serious threat because there is a possibility that Russia will use its artillery to perform similar actions as it has in Poland to affect the security of the Balkan countries, it can also activate its partners, such as Serbia and the Serbian List, which have clearly shown that they are completely influential and in the service of official Moscow. ”
In this context, Elez stressed the need for concrete preparation on the part of Kosovo institutions:
“We need to take into account these situations and obviously we have to take certain actions to raise the alert rate or even to draw up concrete special operational plans to confront the current situation that could happen. ”
He warns that Serbia could exploit this situation to take action similar to the Banjska case:
Serbia will undoubtedly exploit this serious situation and see opportunities to support Russia by trying to organise violent activities within the territory of the Republic of Kosovo, similar to the case of the terrorist attack on Banjska and thus defocus international commitments in terms of the danger coming from Russia and its partners. ”
He called for a quick institutional response from Kosovo:
Kosovo in such cases has to react quickly, have to be organised and have the Kosovo Security Council, which would analyse the eventual situations to take action that connect with Kosovo's concrete commitments in terms of operational issues in general, and eventually co-ordination with NATO member states or even with NATO itself as guarantor of the sovereignty of the Republic of Kosovo, based on Resolution 1244. ”
Finally, Elez reiterated the need for international vigilance and co-ordination:
“Once again let me re-increasing that it is very necessary for Kosovo to re-evaluate this development and consider that there is real danger of having an escalation of the security situation, including the countries of the Balkan peninsula, and of course that Kosovo remains one of the most endangered countries due to the approach Serbia has had and because of Serbia's proven commitments to serve Serbia's interests in terms of its policy or in terms of its threats to Europe or the United States, where US countries have a serious investment in security allows for (4)1.
