Albania: The instruction that prohibits the use of phones by students and teachers comes into force

With a new instruction from the Albanian Ministry of Education, published in the Official Library, mobile phones and other related equipment is prohibited by students and teachers in all pregraduate educational institutions in the country.

According to this instruction, students will not be allowed to use mobile phones during their stay in school environments. The equipment will be delivered to relevant boxes in the classroom at the beginning of the hours and will remain off either in “Airplane” until the end of the lesson.

Teachers too are forbidden to use the phone during class hours, except for emergency cases or for professorial reasons approved by the directorate.

The guideline stipulates that in case of wrongdoing, the device is obtained by the teacher and delivered to the principal. The parent is announced immediately and presented to the school for the withdrawal of the device. In the event of repetition, disciplinary measures such as participation in awareness activities or heavier measures are envisioned for high school students.

Parents are obliged to cooperate with the school, to be informed about the rules, and to make sure that their children do not use phones during their stay at school.

Applying the instruction is based on national and international principles and is part of efforts to increase discipline, improve concentration in teaching, and strengthen direct communication between students and teachers.

There is no use of mobile phone and related equipment by students during the learning process and during their stay in pre-university educational institution facilities.

Use of the mobile phone and related equipment during class hours is also prohibited to teachers, except for emergency cases, set out in school regulations, or when use is directly linked to proven professorial or organisational needs of the teaching process allowed by the school principal.

Every device listed or used illegally in school facilities is taken by the teacher and delivered to the school principal until the school schedule is completed.

A parent or a parent who exercises parental responsibility should cooperate with the school in applying this instruction, making sure that the student does not take along or use his mobile phone or related equipment during his stay at school.
