He has made that known to Periscope the chairman of the Kosovo Communists Association (AKK), Sahan Ibrahimi.
Ibrahim has accused the Government of Kosovo and Minister of Local Power Management (MAPL) of this negligence.
This loss has come only as a result of the unforgivable neglect of the Government and the competent Ministry, which has not even been able to deliver a draft proposal available by Japanese experts. This is a serious institutional failure. Through previous projects, Japan has given Kosovo over 60 waste collection trucks, directly assisting municipalities and citizens. While this time, due to the ministry's inaction, Kosovo has lost millions of euros to be invested in modernising the waste system, including a serious one-year preparation programme and 4-5 years of practical implementation”, he has said.
According to him, it is unacceptable that, meanwhile, the president of the Republic of Kosovo, during its visit to Japan, has sought continued support from the JICA, while the competent ministry in the Republic of Kosovo has deliberately or with inability to submit the application.
“This contrast shows a lack of seriousness and co-ordination at the state level, placing Kosovo in an uncomfortable position before a strategic partner like Japan. The AKK has been in direct contact with the JICA project co-ordinator and has supported such a programme and has agreed to involvement in the initiative, but due to the Ministry's irresponsability, this option is already lost”, he said.
Saban has said that “this is not just a failed project, but it is a serious blow to Kosovo's municipalities and citizens, who remain without vital investment in environment and public health”.
Ibrahmi has also cited the loss of 12m-euro funds by the European Commission.
Set a short time MAPL has lost about 12 million euros in neglect by the European Commission dedicated to municipalities in the Republic of Kosovo, which were for the scheme of a performance grant”, he said.
Ibrahmi has sought accountability from the Kosovo government for losing these aides.
The AKK demands accountability from the Government and calls on it not to repeat these scandalous mistakes in the future, because Kosovo cannot allow institutional irresponsibly to lose millions of euros in international assistance, which are vital to the country's development. /Periscopi
