The total volume of the tools taken for 2025 alone exceeds 73.5m euros, divided according to budgetary categories as follows:
- Capital investments: over $40m
- Goods and services: over $24 million
- Municipal spending: over $3 million
- Subventions and transfers: over $5.5 million
- Other budgetary categories: parts of the total sum from this amount, automatism municipalities have remained at minus 40 million, which has led to the non-realisation of many capital projects that would directly improve the lives of citizens, as well as not realising the objectives of mayors of”, Ibrahimi said.
Ibrahimi said further that the central level has taken no concrete step towards this problem, which he claims has left on the shoulders of municipalities.
It is important to note that most of these financial means have been taken to implement the collective contract, a burden imposed on municipalities. However, the central level has not taken any concrete steps to find an institutional solution, leaving this problem on the shoulders of municipalities.
In total, from 2022 to today, Kosovo municipalities have received over 236.5m euros through judicial decisions. This development poses a heavy burden on local finances and directly harms citizens, who are unable to make new investments, better services and support through subsidies and transfers”, he said.
