The Council says this development should serve as a call for immediate action for Kosovo leaders and institutions.
AARC says it was a time before it warned of a erosion in Kosovo- partnership. USA.
The “Diplomatic relations are at a very low historical point, and the suspension of Strategic Dialogue is the latest and most alarming example of this deterioration. This trend must be reversed immediately. Reconstruction of trust and partnership requires close co-ordination with the United States at each level”.
First of all, the Council says Kosovo's Constitution and constitutional order should be respected.
The “political leaders must act without delay to create institutions under the last elections or reach a quick consensus that would pave the way for new elections. The suspension of Strategic Dialogue should not be used by any political force for short-term benefits, while governments change, but the ultimate cost is facing Kosovo and its people”.
The AARC said the inability and unwillingness to engage in dialogue has created extreme polarisation in Kosovo.
The “also issues that have been clearly defined and resolved by the Constitution have been unnecessarily transformed into legal and constitutional disputes. Patriotism and love for Kosovo do not belong to any single individual or political party. On the contrary, governments whether they operate in the quality of custody or as powerful and political parties have the obligation to lead responsibly and create an environment for political dialogue. The issues of sovereignty, international obligations, independence and other vital state interests belong to all of Kosovo's people, not just one party or government”.
“The pro-American soul of the people of Kosovo should never be manipulated or misused. It is well understood that no people are more pro-American than the citizens of Kosovo. In this direction, Kosovo's president must act with courage and without delay, using its constitutional authority, including the possibility of leading the country towards new elections if necessary. It also has to engage directly with the US Embassy in Pristina and with authorities in Washington, D.C., to understand the real reasons after the suspension of Strategic Dialogue and to communicate transparently with the public”.
The Albanian-American Relations Council said that at the same time, deep injustice of the current situation should be highlighted.
“While Kosovo is severely reproved, Serbia has been rewarded with high-level visits with the US Secretary of State and discussions for strategic partnership<1>.
However, this reality does not free Kosovo of its responsibilities, the Council says.
“To paraphras a Balkan parable: killing the neighbor's cow does not give you more milk. Kosovo must look inside itself, take corrective action and demonstrate the maturity of its institutions and political leadership”.
The Council says acts of exercise of sovereignty are right in principle, but in practice, there is no sovereignty for Kosovo without the support of the United States.
In any step it takes, Kosovo should carefully consider the interests of its allies, primarily those of the United States. Moreover, both the current government and any future government must urgently create mechanisms and lobbies in Washington, D.C. This can't be late. Kosovo should not be punished in Serbia's favour especially at a time when Serbia is led by a former prime minister of the Milosevic regime, who has made clear its main goal of approaching Serbia with Russia and China”.
The Albanian-American Relations Council urges Kosovo's institutions and political leadership to face this crisis moment, act with unity and responsibility and ensure that Kosovo's partnership with the United States remains strong, effective and oriented towards the future.
