The Swiss generation is considered the best option, with the Roma and Vatican not liked by Russia, while Budapest of Hungary is not favoured by Ukraine.
Understandably, European allies want security guarantees determined before the meeting.
According to officials familiar with the issue, a treaty similar to NATO, which guarantees that Ukraine's allies will come to its defense in the event of any future Russian attacks, is under way and could be completed by next week.
