After three times the same name was proposed by the Serbian List, Dimal Basha decided that the Serbian deputy chairman's election would be passed through the format by lots.

He reasoned, sometimes citing the Constitutional Court's act of judgment, which determined that a candidate could be proposed up to three times.

But the very court that issued this decision, to which Vetevendosje was handed over, Basha said on August 8th that it does not serve justice, “but interest groups”.

The shameful decision, as Basha called it, today it was interpreted and applied, saying that only three times the enemies should be voted down because it has decided the Constitution.

Recognitions of justice cases have stated that the vote of two vice-presidents from minorities should take place in packages and not divide as today.

Albert Krasniqi, from the Democracy Plus organisation in Pristina, has said the procedure for electing two vice-chairmen of the Parliament representing non-party communities should be repeated, as the manner followed is not in line with the Constitution.

According to Krasniqi, activating the loting procedure for candidate selection can only be done in cases where there are no proposals and always in the presence of the respective community's deputies.

Without their participation, lots cannot be developed.

He also said the scenario to drain Serbian List candidacy in order to pass Z. Nenad Rashiqi's SPO cannot be realised without the approval of most of the MPs in this community.

It is expected to be seen how the constitutionalisation process will continue and whether there will be new materials in the constitution for selecting deputy leaders from minorities.
