According to him, Moscow initially insisted on full control over the Donnetsk, Luhansk, Kherson and Zaporizhja regions.
Now, under a preliminary agreement, the Kremlin is reportedly willing to accept the current front line except for part of the Donnetsk region.
Fidan explained that this means that Russia also requires 2550 percent of the remaining Donetsk region that is still under Ukraine's control, maintaining positions in Zaporizhja and Kherson.
Ukraine has rejected ideas about handing over territories as part of achieving peace with the Russians, although US President Donald Trump had declared that the parties should exchange territories.
Otherwise, Ukrainian and Russian officials had met in the Turkish state to find the way to peace, but that has not produced results in discussions.
