The proposal for the death penalty comes after Republican Trump committed the National Guard to Democrat-led Washington, and took over federal control of the city police department earlier this month.
Washington suspended its death sentence in 1981.
The U.S. capital has unique legal status because it is not a state and operates under an agreement with the federal Government, which limits autonomy and enables Congress extraordinary control in local affairs.
Trump used this legal space to engage the National Guard in Washington earlier this month to fight what he described as a crime, but also the large number of homeless people, not enough.
The American president has boasted on Monday that several days without murder in the city were registered and has announced he will take steps to grace the city in which the White House, the American Congress and other important American institutions are located.
From Sunday, members of the National Guard have started moving with guns on the streets of Washington.
Trump has said he is considering the possibility of taking similar measures in other democratic cities, including Chicago, New York and Baltimore./Periscopi/
