Dimal Basha was elected mayor with the votes of his party, Vetevendosje Movement and of two other major Albanian parties, the Democratic Party of Kosovo (PDK) and the Alliance for the Future of Kosovo (AAK).
However, the process is blocked in voting for the Serbian deputy leader. Slavko Simi has been nominated three times by the Serbian List, the largest party of Serbs in Kosovo, but has not received the necessary votes, 61 Sosh.

MPs may consume another constitutional offense unless they elect a deputy head of the Assembly from the ranks of the Serb community, they have assessed the connoisseur of judicial and constitutional issues.
The Assembly Constitution has remained hostage to the election of this deputy chairman, after the mayors, vice-presidents from Albanian parties, as well as that of the non-Serb minority communities.
Naim Jakaj, from the Kosovo Institute for Justice, estimates that Kosovo's new chief speaker, Dimal Basha, acted contrary to the Constitution when it split the voting procedure of the two vice-presidents from the community ranks and added that responsibility for the new blockade in the constitution falls on it.
If no candidate is voted by the non-US community, including Nenad Rashiqi, then there is a failure to comply with the Constitutional Court's justice and that responsibility falls on the new speaker of the Parliament because it changed the way it was voting. Mazlum Baraliu, connoisseur of constitutional issues, says Albanian political parties should demonstrate the will not to promote new blockades and obstructions.
It takes the Albanian majority to take the right step tomorrow and vote on it, by the way, someone who meets the terms, in this case Mr. Rassic... We're dealing with a candidate who's integrated into our society, knows the reality created, was part of the government, and it wouldn't have to be right now in spite of the fact that this was part of the government not to vote”, Baraliu stressed.
Due to the insistence on running only Slavko Simuqi for deputy chairman, the Serbian List rejected the vote within the constitutional session. But, neither LDK deputies participated in the vote.
And this Jakaj and Baraliu assessed the Constitutional Act.
“The LDK, in this case, represents action of failing to comply with the Constitutional Court's act with voter turnout does not implement and respect”, Jakaj has assessed, Koha reports.
