Today's 59th Warning attempt on MPs: If Sėe choose Serbian deputy leader violates Constitution

Dimal Basha was elected mayor with the votes of his party, Vetevendosje Movement and of two other major Albanian parties, the Democratic Party of Kosovo (PDK) and the Alliance for the Future of Kosovo (AAK).

However, the process is blocked in voting for the Serbian deputy leader. Slavko Simi has been nominated three times by the Serbian List, the largest party of Serbs in Kosovo, but has not received the necessary votes, 61 Sosh.

Basha, later, has launched a process of drawing out candidates for the Serbian deputy chairman, but no one has received the 61 necessary votes. Votes have also failed Nenad Rassic, chairman of the Serbian Party for Freedom, Justice and Survival and Minister in Kosovo's acting government. MPs from the Vetevendosje Movement have criticised major Albanian parties for voting against them.

And after the constitution of the Parliament was held up by the election of a deputy chairman from the Serb community, judicial and constitutional affairs connoisseurs have prompted the need for Albanian parties to vote on a candidate aimed at completing the process.

MPs may consume another constitutional offense unless they elect a deputy head of the Assembly from the ranks of the Serb community, they have assessed the connoisseur of judicial and constitutional issues.

The Assembly Constitution has remained hostage to the election of this deputy chairman, after the mayors, vice-presidents from Albanian parties, as well as that of the non-Serb minority communities.

Naim Jakaj, from the Kosovo Institute for Justice, estimates that Kosovo's new chief speaker, Dimal Basha, acted contrary to the Constitution when it split the voting procedure of the two vice-presidents from the community ranks and added that responsibility for the new blockade in the constitution falls on it.

If no candidate is voted by the non-US community, including Nenad Rashiqi, then there is a failure to comply with the Constitutional Court's justice and that responsibility falls on the new speaker of the Parliament because it changed the way it was voting. We have a new unconstitutional situation”, Jakaj said.

In the country, they did not answer the TIME question of what actions President Basha took in terms of finding a consensus to successfully conclude the session scheduled for Thursday.

The answer did not even return to the Serbian List to question the efforts made to vote on the party's deputy chairman.

Mazlum Baraliu, connoisseur of constitutional issues, says Albanian political parties should demonstrate the will not to promote new blockades and obstructions.

It takes the Albanian majority to take the right step tomorrow and vote on it, by the way, someone who meets the terms, in this case Mr. Rassic... We're dealing with a candidate who's integrated into our society, knows the reality created, was part of the government, and it wouldn't have to be right now in spite of the fact that this was part of the government not to vote”, Baraliu stressed.

Due to the insistence on running only Slavko Simuqi for deputy chairman, the Serbian List rejected the vote within the constitutional session. But, neither LDK deputies participated in the vote.

And this Jakaj and Baraliu assessed the Constitutional Act.

“The LDK, in this case, represents action of failing to comply with the Constitutional Court's act with voter turnout does not implement and respect”, Jakaj has assessed, Koha reports.

It's as if the effort to remain loyal to principles but it's actually slipped from principles and slides from primary duty they have, whether individually or individually, every MP of this party, in this case of LDK, whether LDK or its leadership in relation to the Constitution, with the Constitutional Court's decisions, with the Framework Rule and with the public and state interest of Kosovo<1>.

On Thursday, the Assembly will convene by 11:00 to elect deputy leaders from the Serbian community, and proposals for the post will be submitted through lots.
