Over a thousand and 400 electrical distributors of various businesses in several Kosovo municipalities have been cut off from the power grid, as a result of the Energy Regulatory Office (ZRRE) decision forcing businesses to switch to the free energy market.
However, this decision is not being implemented in Kosovo's four northern municipalities, where businesses are supplied with energy from the company “Electricity”. This company is not subject to tariffs regulated by the ZRE, and so far no measures have been taken to shut off consumers in this part of the country.
Disfellowshipping businesses in four northern municipalities from the duty of going out to the free market is being considered discriminated against by economy experts and lawyers.
They say the Law on Electric Energy applies to the entire territory of the Republic of Kosovo, indiscriminately north or south. According to them, this issue should be regulated by the Energy Regulatory Office (ZRRE). Until they rule out the possibility of this case being sent to the Constitutional Court.
According to the ZRRE, the Elektrosever company has been licensed as a supplier to the four northern municipalities, but it is not subject to tariffs regulated by the ERE and has no public service obligations. And according to Z. RHR, Elektrosever acts as a commercial supplier, operating only in that specific area.
