She points out that this practice is creating unnecessary burdens for parents and teachers for the third year in a row. According to her, the current form of separation of subsidies is inefficient and more costly than the previous model of direct distribution by the ministry.

Bajrami calls for return to the free distribution model of books in schools and stresses the need for decision-making on logistical issues to be done with the involvement of parents, teachers and experts.
The LVV government repeats the same action, hoping it will produce another result. These are the only ones we know, not to admit failure, they repeat it over and over. The Ministry of Education should deal much more with the content of books than with the form of how these books come into the hands of students this is simply a logistical matter, and, for whatever difference it has to do with the issue, decisionmaking should include the Parents' Council, educators and education experts, to create a transparent and efficient system. Successful models can be studied in various countries that offer free books to students of public schools, but any changes that bring delays and cause deterioration of the current situation should be averted.
