“This year as we've seen it began a little undervention application perhaps late that September 1 is very close and parents have applied, despite what parents still remain, who do not have enough knowledge of how to apply for subsidization. At the same time, subvention, which is being done by 80 euros, is not enough because the books for students from the first grade to the ninth grade are often more expensive. It means they do not meet the demand and the need for 80 euros to buy textbooks and not talk about other ways”, Shala said.

It also raised concerns about the use of books from past generations that are often complete and do not contribute to the quality of teaching.

“When it comes to replacing texts with last year's texts they are complete by students who used it last year and students who will use it this year as complete, so even if the child is given a task that has the solution, then how many students will think about selecting that assignment, which is available, which means it leaves much to want the issue of the quality of education raised in books with completion of”, she said.

Shala added that the recovery process is delayed, and this is directly affecting the prosperity of the school year.

Because the application has been applied, but we still don't know if it's started to pay off by means, but even if it's started it's too late because it's a bit difficult to reach all the parents of Kosovo's children, all Kosovo students who are somewhere with 203,000 students in this school year to be equipped with books and other educational tools since the first week. Until past years when they bought their books and were sent to schools before September 1, which on September 1, teachers had only to distribute those books to their classes. Based on the experience of the past two years, Shala has said that even after subsidies, many students have gone without books throughout the school year.

We've seen from the experience we've had in the past two years that there were students who probably haven't been equipped with books all year. Despite what has been done, the students have gone without books. In addition to those who have been under slightly more serious economic conditions, perhaps they have used those tools for basic products for life, those families, and they have not bought books to students, their children. We have also had problems, since almost all students who were not equipped with texts and other teaching tools since the first month were”.

Meanwhile, the Ministry of Education has announced that from August 15th, it could apply to subsidising textbooks and textbooks through the e-Kosovo platform. For the 2025/2026 school year, 80 euros will be earmarked for students from first grade to fifth grade for the purchase of textbooks and textbooks, while with the same amount students will be subsidised from sixth to ninth grade for the purchase of labour notebooks and textbooks.

According to MASTI, within the first six days of opening the application, a total of 144,337 applications through the e-Kosovo platform have been accepted, and no complaints from parents have been accepted so far. This is the third year in a row that the Ministry of Education applies this form of subvention. /Periscope/
