Reporter: B Jaryra's IRN wants 105 thousand euros a year for returns of emissions to RTK

About 420, it's estimated. B IERN Kosovo to have the annual cost of implementing two “life emissions in Kosovo” and “Justice in Kosovo”. 25% of the sum is expected to be covered by RTK, in the event it passes on to Acts Audio-Vizuele's proposal of the organisation founded and led by journalist Life Jarra, for [...]
Reporter's newspaper. net Some 105 thousand euros a year, RTK will be tasked with covering the centre of the Balkan Network for Investigative Journal “in Kosovo. BIRN”, in the event the Commission for Audio-Visual Work on Kosovo Public Television Radio chooses the return to its first channel, the two sections “Life in Kosovo” and “Justice in Kosovo”.
BIRN Kosova estimates that the implementation of two TV forms containing investigative journalism amounts to an annual figure of around 440,000 euros a year, which only 25% has demanded to be covered by RTK, while the rest “will be sought by international donors and partners”.
According to Kreshnik Gashi, author of one of the emissions that during the new television season are expected to return to RTK1, the production of emissions “Life in Kosovo” and “Directorate in Kosovo” has consistently had such annual financial cost “that covered the cost of a broad team engaged in producing emissions, journalistic team as well as legal and<5>.
“RTK has covered about 25% of that amount. We even announced in 2025. RTK for spending and aiming to cover 25% of the amount for the production of emissions, even through compensation with marketing”, Gashi tells the online newspaper Reporter.net.
According to RTK, BIRN Kosova on 30 June this year has submitted to the public broadcaster the formal requirement for restoring co-operation with its two emissions, which have appeared on public television from 2005 to 2021. It's about the realisation of about 100 annual episodes, since RTK say that through them “target covering the current gaps in the” program scheme.
A month later, on July 30, 2025, BIRN's request “through an official e-mail sent by the director of Television, with the authorization of the general director”, has gone to the Commission for the selection of Acts Audio-Visual in RTK, explains Marem Ibrahim from the Office for Access to Public Documents in RTK.
On the commission, as Reporter.net found out, five people were assigned: Zana Spahiu, Arsim Haliti, Leonora Berbatovci, Dardan Ramabaja and Rilda Jahaj.
“Communication has required treatment of this subject from the Commission, in line with internal procedures. Currently, this issue is under consideration by the relevant RTK structures, and a final decision has not yet been made”, RTK explains in a summary report on organisation application B The IRN for co-operation with RTK, which has been forwarded to the online newspaper Reporter.net, instead of the full file of the process that the media has requested by calling to the Law on Access to Public Documents.
Six days after they accepted the application, the Commission met on August 05th 2025 and reviewed the BIRN application. The commission's <x0-second principal findings” explained to Ibrahim in the summary report.
“The commission has unanimously decided to address only part of the application that concerns public space and not the part related to the budget or continuation of previous projects, as the latter does not enter the Commission's competencies for audio-visual works; At this stage, the demand is handled according to Article 6 of the Order for Procedures and Criteria for the Selection of Independent Producers, which regulates procedures for public space compensation; The commission has asked the proposor to re-subseminate the offer only for the part of the public space, along with additional documents and criteria set out in Article 11 of the same Order; and only for the period until the end of 2025. [...] The Commission has decided not to address the offer as continuation of previous projects, but as a new proposal subjecting itself to regular external content procedures; So until this stage, the Commission has held only 1 meetings and the proposal is still under discussion.”.
All the other procedure from what RTK describes in the preemptive summary report Adjusting for Procedures and Criternet In the selection of Audiovisual Contentment of Independent Producents.
Article 4 of this regulation in effect since October 2018 determines that “Initiating the need for audiovisuals by open producers makes directors programmers and approved by the Director General”.
According to the regulation, RTK first determines its needs and then examines the offers, not the opposite. For this very segment, SHOW 2021 had been giving remarks on previous years by listing violations of procedures.
RTK in no case in the sent summary report does not mention “Initializing the Need” from programmers, instead to “General information on application” and “Internal procedure” Public broadcaster claims that first B The IRN applied.
Doubts of a plot, did there ever be any improvement?
The entire procedure to restore BIRN Kosova's products to RTK was going quietly, as the public broadcaster's internal issue, until the official address of Radio Kosovo's director, Arsim Halili, a day after the commission's meeting, on August 6, 2025, was included in some of the commission members' electronic communications for Audio-Visole, called to assess the application.
Halil's e-mail involvement is believed to have occurred by mistake, instead of the E-mail address of Commission member Arsim Haliti. Both the same name, the very same name.
A few days later, the radio director released communications through his Facebook account.
Arsim Halili claimed that the process is being set up in favour of BIRN, and according to him, internal communications that went wrong to enamel, indicate that this organisation is favoured by the current commission and television management, through instructions about the form of application. He invited current members of the RTK Board, other public television watchdogs, Anti-Corruption Agency, investigative and Prosecution to investigate the case immediately “with serious corrupt elements, to verify procedures and ensure transparency in any future co-operation”.
“So he tried to smuggle without being discussed at the highest decision-making forum. According to Article 12 of the Law for RTK (Law No. 04/L-046), independent productions are accepted only through KONKERS PUBLIC”, wrote Halili on August 11, 2019.
“Text to send with e-mail production to B IRN. If the commission is okay, then you can argue.”, said in one of the commission's communications which Principal Halili published and underlined.
Messages Show that commission of RTK's for the Audio-Visual Work was looking to BIRN Kosova to reconsider its proposal “including only the period until December 31st, 2025, and only the part that envisions compensation through public space.”.
For Kreshnik Gashi from BIRN Kosova, once editor-in-chief of the media “Caltoxo.com”, this is not a setup and the process is under way by law and internal procedures.
“As we have outlined in our response, we are repeating it to you: Mr. Halili in this case there's a violation”, says show author “Justice in Kosovo”.
In a response on August 11th 2025, the Commission for the Audiovisual Language of Kosovo Radio Television said that publishing internal communication on the part of Education Halil has been done without official authorization and represents content taken out of context, according to them, manipulating and distorting the true meaning of the material.
“Any partial or out of context, without authorisation and reflection of the official position, is a serious violation of the professional ethics and regulations of RTK”.
They said that any communication within the Commission constitutes official corruption, and under the Law on Access to Documents, it's accessible, but when the online newspaper Reporter.net demanded that the entire file be sent to the media electronically, RTK limited access by sending only a summary report to e-maiil and offering only physical access to documentation that has to do with this case. They're calling Article 12, paragraph 1. 6 Public Documents Access Law and Article 5 and 6 of Personal Data Protection Law.
“Documentation in question is still part of an active administrative review process on RTK's part and, therefore, is not yet considered an official document on which an institutional decision has been made. [...]. OThe burden for cooperation may contain protected ideas, unique proposals, or sensitive information that should not be published before there is an institutional decision. Based on the foregoing, and with the goal of maintaining the privacy of the side that has submitted the offer, as well as protecting the integrity of the decision-making process, RTK has decided not to offer copies of requested documentation at this stage”.
“There can be no implementation for emissions that are within ours, because the race is not who will get these two emissions because only we produce “Life in Kosovo” and “Justice in Kosovo”. Since these are copyrights, RTK is entitled to decide whether it wants to have these emissions in its programme or to decide on any other show produced by any production or other NGO”, says Kreshnik Gashi.
For Education Halilin, director of public broadcaster Radio, procedure under way between BIRN Kosova and RTK “It is a violation of legitimate procedures and the principle of open competition for projects financed by public funds or through paid public space”. But, Keshnik Gashi from BIRN Kosova provides a reading on the legal basis of the process. It says that the Law for RTK, Article 12, owes the public broadcaster to keep the competition open all the time for engagement of independent producers, who under the Law RTK produces 15-20% of the RTK programme's total.
“See the content of the Law: “in order to realise its mission, vision and objectives towards meeting the tastes, demands, needs, and knowledge interests of Kosovo viewers and listeners, RTK annually will announce public competition for purchasing independent productions and broadcast them in its programme in accordance with RTK Law and Statistics”, suggests and cites legal provisions, journalist Gashi.
“Considering that the Law imposes RTK to keep the call open every year, we've made our application with reason and various modalities for financing the production of emissions. Throughout the process we have pledged that most of the production will be financed by the organisation's funds, while we have demanded that 25% of the production coverage be made by RTK, allowing them to choose for the form of financial compensation such as the form of compensation with marketing. [...] We haven't set prices for seconds and advertising spaces, so let RTK determine these procedures”.
Blerim Devolli expelled, who's turning “
Kreshnik Gashi says BIRN Kosova even in 2021 had applied to continue broadcasting emissions “jeta to Kosovo” and “Justice in Kosovo” through a call for the engagement of independent producers, which he said was public on the RTK page.
“Despite some repeated requests we have never received answers from RTK management for the fate of our 2021 application.”, explains journalist and one of the management of BIRN and organisation's projects.
Being aware, as he says, “RTK violated the Law when it decided to exclude civil society organisations and independent producers from its programming scheme”, in 2025 B IRN Kosova has demanded “Once more by RTK” offering access to information about the fate of 2021's application, but according to Gashi it turned out that their application, like the entire RTK digital email archive had been deleted.
Directors of the Organization B IRN does not hesitate to point its finger at someone who, according to them, is in trouble to return their emissions to RTK. Kreshnik Gashi since the beginning of his responses to the newspaper speaks of “The influence of oligarchs and then politics”, which according to him, was an incentive for RTK from the second half of 2020 to exclude external products from public broadcaster channels.
His word is for Blerim Devul, a businessman from Peja known for his influence during certain ruling periods after the country's war.
Corporation Creator “Devolli Group”, the cause of connections to past powers, had not rarely been beneficial for millions through the use of public assets and monopolies in Kosovo.
A “B IRN Kosova” had released it to the public through television research broadcast on RTK on 30 April 2020, within the framework of the “Life show in Kosovo”.
Exploration “Sunlight Monopoly”, had whitened the scheme on which the market-owned company Devolli registered in Malta would benefit from the promotional tariffs for sun production of energy in Kosovo.
Devolli, as in ZRE to enable the profit scheme, had shown its influence in RTK and the Independent Commission for Media, after research was shown. Kosovo's Public Broadcaster had interrupted several-year co-operation with BIRN by no longer showing “jet emissions in Kosovo” and “Justice in Kosovo”. As long as, the KPM had warned the show after broadcasting television research.
In a legal battle with Blerim Devul, the Constitutional Court and that of AppealBIRN Kosova won the case by stating the show met all professional standards and the KPM decision was declared invalid.
In BIRN Kosova claim that even the recent allegations in public about the procedure for new agreements between them and RTK, as well as media broadcasts of reactions, documents and communications presented by Kosovo Radio Director, have a connection somewhere with Blerim Devul and his family.
“Mr. Slander. Halili has been retransmitted, without verification, from some media that are supporting an organised defamation campaign against emissions “Life in Kosovo” and “Justice in Kosovo”, campaign sponsored by pre-polic actors and groups of corrupt businesses”, said in an offensive response to the organisation B IRN Kosova against Arsim Halil claims.
The paper has asked for comments from “Devolli Group” if its founder is funding some campaign against BIRN or Jharras Life, and it's been answered according to themclear and deciids” with only “No.Every question: 8 sosh sent.
“For the end of this, please hold to the ethical and journalistic professionalism in order to report the truth and only the truth.”.
Until financing of any campaign against BIRN remains only at the level of speculation from organisation to question and Her Director, what can be proved through annual reports published by the very sistership of “B IERN Kosova”, “Internews Kosova”, turns out that Blerim Devolli through his businesses has financed advertising campaigns Just in the media products of this network of journalism.
Even. This has happened during the time when the parties were facing trial for the 2020 research.
The connection of the situation created to restore the “jet emissions to Kosovo” and “Justice in Kosovo”, with Devul, also leads Kreshnik Gashi to his response to the media.
However, people who are referred to by him, at least according to information available to the public, do not result in contractual relations with the businesses of Blerim Devol, but are connected to those of his brother, the Finer, who also owns a business corporation.
Public data does not suggest that the Devolli brothers engage in joint business activities.
Even the Devoll Vendor businesses, according to audited reports of “Internews Kosova” have sponsored marketing campaigns in this media, in recent years.
BIRN Kosova's products, after leaving RTK, continued the performance at a private television channel in the country.
“First, in 2021, B The IERN has applied to continue broadcasting of emissions “Life to Kosovo” and “Justice in Kosovo” in calling for engagement of independent producers, which has been public on the RTK page. Despite some repeated requests we have never received answers from RTK management for the fate of our 2021 application.”, says Gashi from BIRN Kosova.
But, the process of restoring BIRN Kosova's emissions to RTK, Radio of Kosovo Director Arsim Halili, has called it “Tsyallak” and considered “Degrading Agreements”.
“-Godfather” of this According to Halil is Fadil Hoxha, currently adviser to U.d. RTK Director General.
Hoxha's connection to BIRN Kosova's leader, Life Jarre, the director of Radio Kosovo, also testifies to a photograph published in 2021 by the journalist himself. The duo is seen playing chess together, while the picture is described with “Interesting game's on.”.
“Edsimo relax, when I wrote for other directors in the past you didn't think you were saying:”, retorted Hoxha Halil, On August 14, 2025, Facebook.
The former chief executive of public radiovision employees is currently U.d. adviser. Director General of RTK, through a controversial legal decision Get out of Hysen Hundozi. The RTK Board, in June of this year, It was distanced from this decision. Online Reporter.net in May 2022 had found collapses in Hodge's progress in RTK, which had happened twice in six months and the same in 2018 had proposed himself to advance as head of the unit for analysis and statistics and was paid for days that didn't have that position. The same, a few days ago “overlaped” into sexy, derogatory and insulting language against some RTK journalists, which prompted the reaction of the Kosovo Women Newspaper Network Body of AGK's.
Fadil Hoxha's direct application an open promotion to return BIRN's emissions to RTK on the issue between RTK and BIRN Kosova's request, the online newspaper Reporter.net reports that he observed it during official communications with public television on obtaining the file through access to public documents.
He was involved by RTK's official for access to public documents, Marem Ibrahim, in any communication with the medium. When Abraham was asked why this was done, she made it clear:Mr. Fadil Hoxha in this communication has been made in his quality as authorized adviser to the RTK General, to ensure institutional cohesion and proper supervision in addressing requests for access to public documents. The move is in line with domestic communication practices and principles of transparency and institutional responsibility. Moreover, Mr. Hoxha is part of the support structure of the governing level, and has mandated to follow related issues: transparency, institutional communication, or compliance with the law in RTK's actions. He, not the third party, but the internal official, and therefore his involvement is not a violation of privacy or restriction of your rights as a researcher”.
According to RTK, BIRN in its request for a return to RTK, the “jet emissions in Kosovo” and Kosovo “Justice” has presented it as research and multiethnic journalism products developed according to high international standards of fact-checking, transparency and professional ethics. It says the emissions will deal with the treatment of sensitive topics for the public, such as public procurement, the fight against corruption, the pursuit of money tracks, justice, education, environment, gender equality, etc.
